CBN Reviews Pre-Shipment Inspection Agents’ Allocation Terminals

The Central Bank of Nigeria (CBN) has undertaken a major restructuring of terminal allocations for Pre-Shipment Inspection Agents (PIAs) in the crude oil and gas sector. This move, which takes immediate effect, aims to improve operational efficiency and transparency in Nigeria’s crude oil exports.

In a circular signed by A.A. Mahdi from the Trade and Exchange Department, the CBN outlined revised terminal assignments, replacing previous allocations. Under the new structure, several PIAs have been reassigned to specific terminals. Neroh Technologies Ltd will oversee Nembe Terminal, while Holborn Oil & Gas International Ltd is now responsible for Isan, Enna, and Yoho Terminals. Swede Control Intertek Ltd has been assigned to Ima (Otahihvo), ERHA, and Aarca Terminals, while Felton Energy & Investment Ltd will handle Tunu, Antan, and Odudu Terminals. Other allocations include JBIS Integrated Resources Ltd at Avbam, Bonza, Ohoro, Akpo, Usan, and Forcados Terminals, and Patibon Services Ltd at Ebok, Oso, Pennington, Okhworn, and E.A. Terminals. Offshore Bulk Inspection Co. Ltd will manage Escravos, Brass, Anyala-Madu, Qua-Iboe, and Owuwu Terminals, while Candid Oil Ltd takes charge of Uso Ocha, Abo, Agbami, Ohono, Balema, Bonny, and Ukpokiti Terminals. Dakee Engineering & Construction Ltd (Gas) has been assigned LNG and Forcados Terminals.

To ensure strict oversight, the CBN has also assigned PIAs to specific Monitoring and Evaluation Agents (MEAs). Arlington Securitas Nigeria Ltd will supervise JBIS Integrated Resources Ltd, Offshore Bulk Inspection Co. Ltd, Holborn Oil & Gas International Ltd, Candid Oil Ltd, and Dakee Engineering & Construction Ltd (Gas). DV Howells Nigeria Ltd will oversee Felton Energy & Investment Ltd, Swede Control Intertek Ltd, Patibon Services Ltd, and Neroh Technologies Ltd.

The CBN has directed all relevant stakeholders, including the Nigeria Customs Service, NNPC Limited, regulatory agencies, oil and gas companies, and terminal operators, to comply with the new allocations. This restructuring is expected to enhance regulatory oversight, improve efficiency, and strengthen monitoring of Nigeria’s crude oil export processes.
